Staff Council Guide: Constitution
Article I – MISSION/PURPOSE
The mission of the Staff Council at East Texas A&M University is to serve as a representative
voice for all university staff members and to serve as a liaison between university staff and upper
administration. The Council strives to support university staff and to improve the sense of
community among university employees.
Article II – RESPONSIBILITIES AND OBJECTIVES
The Council is committed to serving staff member needs by:
- Serving as a conduit for bringing staff concerns before administration.
- Acting as a line of communication for pertinent information affecting staff members.
- Interacting with other representative bodies and councils on campus.
- Providing staff recognition services.
- Promoting staff development and training opportunities.
- Advancing the mission and the strategic goals of the University.
 The Council will not be involved in any specific employee/employer matters or disputes.
Article III – MEMBERSHIP ELIGIBILITY
Elected members of the Council must have a minimum of 1 year of continuous service as a fulltime, budgeted employee immediately preceding the election.
Article IV – AMENDMENTS
The Staff Council shall by two-thirds vote recommend to the staff proposed amendments to this
Constitution. The Staff Council shall provide each staff member with a copy of proposed
amendments at least fifteen days before the vote.
Article V – BY-LAWS
A supplement to this Constitution, known as the Bylaws, shall contain certain procedural matters
not outlined in the articles of the Constitution. Should there be an inconsistency between the
Constitution and the By-laws, the Executive Committee shall have the authority to resolve the
inconsistency. When a resolution is found it will be included in the minutes of the Executive
Committee meeting with corrections formally made to this Constitution and its By-laws and
communicated to the Staff Council.
